Home and Community-Based Waiver Programs
Many seniors and people with disabilities rely upon Medicaid-covered home disability (HCBS), to live in their own homes, instead of in nursing homes and other institutions. HCBS waivers allow states to expand financial eligibility for these services and offer benefits targeted to a particular population.
Waivers can be customized to meet a variety needs, including medical and not-medical service requirements, community service delivery system structure, state goals, and other factors. Many states have multiple HCBS waiver programs. Each program targets different populations and offers different levels of service.
States can also waive HCBS to limit enrollment by setting annual budget limits. This can lead to waiting lists if more people seek HCBS than are available slots. The total number of people on HCBS waiver waiting lists nationally in 2017 was over 707,000, an increase of eight percent from 2016.

Individuals and their families receive individualized, community-based, consumer-driven services and supports that encourage choice and self-determination. These services are provided by a network of providers across the state.
Services include funding for nursing care, respite, staff to help with daily activities, mental health support, adaptive aids, minor home modifications, employment assistance, day programs, professional therapies, and other services. Individuals may choose to have their services delivered by different providers at any time, and their service coordinator will assist them in transferring their services to the new provider.
Personal Services Program
The Personal Services Program (PASP) provides personal assistance and attendant services to Delaware residents with disabilities. The program is an alternative to nursing home care for those who need support with activities of daily living like bathing, dressing and eating.
The PASP is a unique Medicaid program that offers participants choice, flexibility and control over their own personal assistance. It provides up to 40 hours of personal assistance per week with a caregiver.
Personal assistance services can be provided by many service providers, including home health aides, health care providers, and others. The services are delivered to participants at home or at work. In the home, they include things such as bathing, dressing, feeding and grooming. They may also involve preparing meals, shopping and light housekeeping. The PASP has been shown to have an effect on the quality of life and participation in daily activities for participants. The program is administered by county offices with oversight and funding provided by the Division of Disability Services.
